The Advanced Technology Program
President Bush's FY2008 budget request did not include financing for ATP. The Google Library Project: Is Digitization for Purposes of Online Indexing Fair Use Under Copyright Law?
The Google Book Search Library Project, announced in December 2004, raised important questions about infringing reproduction and fair use under copyright law. Google planned to digitize, index, and display "snippets" of print books in the collections of five major libraries without the permission of the books' copyright holders, if any. Google's proposed reproduction and display of copyrighted books was not authorized by the rights holders, who alleged that the Google Library Project infringed their copyrights. The Technology Innovation Program
The Technology Innovation Program (TIP) at the National Institute of Standards and Technology (NIST) was established in 2007 to replace the Advanced Technology Program (ATP). This effort is designed " ... to support, promote, and accelerate innovation in the United States through highrisk, high-reward research in areas of critical national need," according to the authorizing legislation. Grants are provided to small and medium-sized firms for individual projects or joint ventures with other research organizations. The World Bank's Clean Technology Fund (CTF)
The United States Treasury has led efforts to create a $10 billion Clean Technology Fund (CTF), located at the World Bank, to help fund deployment of clean technology to reduce greenhouse gas emissions in developing economies. The Bush administration has asked Congress to authorize and appropriate U.S. funding of $2 billion over three years (FY2009 to FY2011). While many Members of Congress have expressed support for the CTF, others have raised concerns, primarily with respect to whether the CTF should finance carbon-based energy projects. Manipulating Molecules: Federal Support for Nanotechnology Research
The Bush Administration has requested $1.277 billion for nanotechnology research for FY2007. Spyware: Background and Policy Issues for Congress
The term "spyware" is not well defined. Generally, it is used to refer to any software that is downloaded onto a person's computer without their knowledge. Spyware may collect information about a computer user's activities and transmit their information to someone else. Most spyware is installed surreptitiously, and most users are therefore unaware that spyware exists on their computers. Weapons of Mass Destruction: Trade Between North Korea and Pakistan
U.S. intelligence officials claimed Pakistan was a key supplier of uranium enrichment technology to North Korea, and some media reports suggested that Pakistan had exchanged centrifuge enrichment technology for North Korean help in developing longer range missiles. U.S. official statements leave little doubt that cooperation occurred, but there are significant details missing on the scope of cooperation and the role of Pakistan's government. The roots of cooperation are deep. North Korea and Pakistan have been engaged in conventional arms trade for over thirty years. In theory, state sales and use taxes are based on the destination principle, which prescribes that taxes should be paid where the consumption takes place. States are concerned because they anticipate gradually losing more tax revenue as the growth of Internet commerce allows more residents to buy products from vendors located out-of-state and evade use taxes. The size of the revenue loss from Internet commerce and subsequent tax evasion is uncertain. Congress is involved in this issue because commerce conducted by parties in different states over the Internet falls under the Commerce Clause of the Constitution. Digital Television: An Overview
Digital television (DTV) is a new television service representing the most significant development in television technology since the advent of color television in the 1950s. DTV can provide sharper pictures, a wider screen, CD-quality sound, better color rendition, and other new services currently being developed. A successful deployment of DTV requires: the development by content providers of compelling digital programming; the delivery of digital signals to consumers by broadcast television stations, as well as cable and satellite television systems; and the widespread purchase and adoption by consumers of digital television equipment. Internet: An Overview of Key Technology Policy Issues Affecting Its Use and Growth
The Internet touches almost every aspect of modern life. The extend to which use of the Internet continues to grow, however, may be affected by a number of technology policy issues being debated in Congress. First is the availability of high speed -- or "broadband" -- Internet access. Next are a range of issues that reflect challenges faced by those who do use the Internet, such as security, privacy, unsolicited commercial electronic mail ("spam"), protecting children from unsuitable material, and computer security, including the vulnerability of the national infrastructure.
