Emergency Electronic Communications in Congress: Proposals and Issues

Description: The events of September 11, 2001, and the subsequent anthrax incidents have prompted some observers to suggest creating an emergency electronic communications system for Congress to ensure continuity of its operations. On July 25, 2003, Representative James R. Langevin introduced H.R. 2948. The bill would direct the Comptroller General of the United States to enter into arrangements with the National Academy of Sciences (NAS) and the Librarian of Congress for conducting a study on the feasibility and costs of implementing such a system for Congress to use during an emergency.

Description: The September 11th attack and subsequent intentional release of anthrax spores via the U.S. postal system have focused policymakers’ attention on the preparedness and response capability of the nation’s public health system. The anthrax attacks put a tremendous strain on the U. S. public health infrastructure, an infrastructure that many experts argue has been weakened by years of neglect and under-funding. To better understand the preparedness gaps that exist, as well as the disparate functions and agencies that define public health in this country, the Congressional Research Service (CRS), in conjunction with George Washington University’s National Health Policy Forum (NHPF), convened a seminar on October 26, 2001, entitled, The U.S. Health Care System: Are State and Local Officials Prepared for Bioterrorism? How Should the Federal Government Assist?

Description: The Administration initiative to shift federal emergency management policy away from a "response and recovery" emphasis has generated little congressional controversy, although some have raised concerns about the cost effectiveness of implementing a mitigation strategy. Greater attention, it is generally argued, should be given to mitigation (loss reduction) efforts before disasters occur in order to reduce future losses. Legislation (H.R. 707, S. 1691) pending before the 106th Congress would amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) which authorizes federal assistance when the President declares that a catastrophe has overwhelmed state and local resources.
