Description: This report discusses policies regarding the display of the Confederate Flag at national cemeteries. If a state observes a Confederate Memorial Day, NPS cemeteries in the state may permit a sponsoring group to decorate the graves of Confederate veterans with small Confederate flags. Additionally, according to the National Park Service (NPS) reference manual, such flags may also be displayed on the nationally observed Memorial Day, to accompany the U.S. flag on the graves of Confederate veterans. more

Flag Protection: A Brief History and Summary of Recent Supreme Court Decisions and Proposed Constitutional Amendment

Description: This report gives a brief history of the flag protection issue, from the enactment of the Flag Protection Act in 1968 through current consideration of a constitutional amendment. A second part briefly summarizes the two decisions of the United States Supreme Court -- Texas v. Johnson and United States v. Eichman -- that struck down the state and federal flag protection statutes as applied in the context punishing expressive conduct.

The "Monday Holiday Law" and Special National Observances

Description: This report discusses the new "Monday Holiday Law" which was passed in 1968 and took effect Jan. 1, 1971 which switched federal observances of holidays such as President's Day and Veterans Day to Mondays and instituted Columbus Day as a federal holiday.
