The Advanced Technology Program

Description: The Advanced Technology Program (ATP) was created by P.L. 100-418, the Omnibus Trade and Competitiveness Act of 1988, to encourage public-private cooperation in the development of pre-competitive technologies with broad application across industries. This activity has been targeted for elimination as a means to cut federal spending. This report discusses the ATP and related issues of federal appropriations (or the lack thereof).

Description: This is a directory of approximately 150 government agencies designed to assist congressional staff in contacting agencies of the legislative branch, cabinet departments and other executive branch agencies and boards and commissions. This directory contains names of congressional liaison officers, addresses, telephone and fax numbers, and occasionally e-mail addresses. It is regularly updated each spring.

U.S. Geological Survey: Its Mission and Its Future

Description: Among a number of proposals advanced for discussion in the Republican-led 104th Congress was one to restructure the Department of the Interior. Summaries of Major Laws Implemented by the National Marine Fisheries Service

Description: The National Marine Fisheries Service (NMFS) is located within the National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce. NOAA and NMFS were created by President Nixon's Reorganization Plan No. 4 of July 9, 1970 (84 Stat. 2090). Programs now comprising NMFS had previously been located in the Bureau of Commercial Fisheries within U.S. Fish and Wildlife Service (FWS) in the Department of the Interior.

The U.S. Bureau of Mines Funding - FY1996

Description: H.R. 1977, passed by the House July 18, 1995, appropriated $87 million for FY1996 for the "orderly closure" of the Bureau of Mines within the Department of Interior. However, when the Senate passed H.R. 1977 on August 9, it approved continuation of the Bureau and appropriated $128 million for FY1996.

"Orderly Closure" of the Bureau of Mines: FY 1996 Funding

Description: The Congress and the White House have agreed to abolish the Bureau of Mines within the Department of the Interior (DOI). H.R. 1977, appropriating funds for the DOI, would have provided $64 million for the "orderly closure" of the Bureau of Mines within 90 days of enactment. Orderly closure entails relocating certain functions to other agencies and completely eliminating others.
