NHTSA believes that the currently mandated occupant protections in school buses provide an adequate level of safety protection, and that seat belts would not raise the level of protection for the occupants unless States and local jurisdictions were willing to take steps to ensure that the seat belts were actually used.
- Ethanol Imports and the Caribbean Basin Initiative
- Fuel ethanol consumption has grown significantly in the past several years. Most of the U.S. market is supplied by domestic refiners producing ethanol from American corn. However, imports do play a role, albeit small, in the U.S. market. One reason for the relatively small role is a 54-cent-per-gallon tariff on imported ethanol. This tariff offsets an economic incentive of 51 cents per gallon for the use of ethanol in gasoline. However, to promote development and stability in the Caribbean region and Central America, the Caribbean Basin Initiative (CBI) allows the imports of most products, including ethanol, duty-free.

- Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress
- The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. In conjunction with this proposed 313-ship fleet, the Navy submitted a 5-year (FY2007-FY2011) shipbuilding plan as part of the FY2007-FY2011 Future Years Defense Plan (FYDP), and a 30- year (FY2007-FY2036) shipbuilding plan that the Navy is required by law to submit each year.

American criminal law applies beyond the geographical confines of the United States, however, under some limited circumstances. The federal exceptions to the general rule usually involve crimes like drug trafficking, terrorism, or crimes committed aboard a ship or airplane. State prosecution for overseas misconduct is limited almost exclusively to multijurisdictional crimes, i.e., crimes where some elements of the offense are committed within the state and others are committed abroad.
