Description: This report begins with a discussion of the overall level of the President's FY2016 R&D request, followed by analyses of the R&D funding request from a variety of perspectives and for selected multiagency R&D initiatives. Description: This report discusses other transactions (OTs) which are special vehicles used by federal agencies for obtaining or advancing research and development (R&D) or prototypes. An OT is not a contract, grant, or cooperative agreement, and there is no statutory or regulatory definition of "other transaction."
