On July 31, 2003, the Senate, facing obstacles to passage of its comprehensive energy bill (S. 14), substituted the energy legislation the Senate had passed in the 107th Congress. It is in conference, now as H.R. 6, in the 108th Congress. Agricultural Biotechnology: Background and Recent Issues
Since the first genetically engineered (GE) crops (also called GM [genetically modified] crops, or GMOs, genetically modified organisms) became commercially available in the mid-1990s, U.S. soybean, cotton, and corn farmers have rapidly adopted them. As adoption has spread, there have been policy debates over the costs and benefits of GE products. Issues include the impacts of GE crops on the environment and food safety, and whether GE foods should be specially labeled. Congress generally has been supportive of GE agricultural products, although some Members have expressed wariness about their adoption and regulation. Acoustic Thermometry of Ocean Climate: Marine Mammal Issues
After global warming became a concern in the mid-1950s, researchers proposed measuring deep ocean temperatures to reveal any significant trends in core ocean warming. Acoustic thermometry can detect changes in ocean temperature by receiving low-frequency sounds transmitted across an ocean basin because the speed of sound is proportional to water temperature. Acoustic Thermometry of Ocean Climate, or ATOC, is an international program involving 11 institutions in seven nations. It is designed as a 30-month "proof-of-concept" project to provide data on possible global climate change, with funding provided by the U.S. Department of Defense. A debate has arisen over ATOC's impact on marine mammals versus the benefits of better global warming information derived from ATOC.
