The Americans with Disabilities Act (ADA): The Definition of Disability

Description: The threshold issue in any Americans with Disabilities Act (ADA) case is whether the individual alleging discrimination is an individual with a disability. The ADA definition is a functional one and does not list specific disabilities. This report discusses the definition of "disability." It also briefly discusses the Supreme Court's opinions and analyze how the lower courts are interpreting the Supreme Court's holdings.

DOD's National Security Personnel System: Statute, Regulations, and Implementation Plans

Description: This report discusses each of the provisions in Title XI of P.L. 108-136 and plans to implement the law. Title XI of the National Defense Authorization Act for FY2004, P.L. 108-136, includes provisions on a National Security Personnel System (NSPS) for the Department of Defense (DOD) and provisions on personnel management that are applicable government-wide. The law was enacted on November 24, 2003.

Disaster Unemployment Assistance (DUA)

Description: The Disaster Unemployment Assistance (DUA) program provides monetary assistance to individuals unemployed as a direct result of a major disaster and who are not eligible for regular Unemployment Compensation (UC) benefits. U.S.-Peru Trade Promotion Agreement

Description: This report examines the U.S.-Peru Trade Promotion Agreement which was originally intended to be part of a broader U.S.-Andean free trade agreement (FTA), but after negotiators failed to reach agreement, Peru and the U.S. decided to move forward on a bilateral basis. The PTPA is a comprehensive trade agreement that, if ratified, would eliminate tariffs and other barriers in goods and services trade between two countries. The labor provisions may be among the more controversial of the agreement.
