Description: This report describes the Understanding on Rules and Procedures Governing the Settlement of Disputes (DSU), which is the World Trade Organization's (WTO) means of resolving disputes arising under WTO agreements. The report includes criticisms of certain flaws in the DSU, as well as WTO Members' suggestions for improvement. The report also describes the Office of the United States Trade Representative (USTR), which represents the United States in WTO disputes. Also discussed are pieces of legislation that dictate procedures for specifically the United States in instances of WTO disputes.

A UN Rapid Reaction Force

Description: This report, completed in June 1995, discusses the content and context of the January 1995 proposal by then-United Nations Secretary General Boutros Boutros-Ghali that U.N. Member States consider the creation of a special rapid reaction force to perform U.N. peacekeeping operations. It contains brief background information on similar proposals and a description of the current U.N. "standby forces" system. It reviews the concerns and issues raised by the Boutros-Ghali proposal, including political acceptability, financing, and the problems of force design and operation. It concludes with an analysis of the strategic, budgetary, political and military implications for the United States. This report will not be updated.

World Heritage Convention and U.S. National Parks

Description: P.L. 106-429, in which H.R. 5526, the Foreign Operations, Export Financing, and Related Programs appropriations act for 2001 was referenced, contained language prohibiting funding from this bill for the United Nations World Heritage Fund. This Fund provides technical assistance to countries requesting help in protecting World Heritage sites. On May 20, 1999, the House passed (by voice vote) the American Land Sovereignty Protection Act (H.R. 883), which requires congressional approval to add any additional U.S. national parks and monuments to the World Heritage List, a UNESCO-administered list established by the 1972 World Heritage Convention. This paper describes the operation of the UNESCO Convention and will be updated periodically.
