CBI/NAFTA Parity Proposals: A Comparison

Description: The tariff and quota treatment of U.S. imports from Mexico under the North American Free Trade Agreement has resulted in a distinct and increasing competitive disadvantage for imports from the beneficiary countries of the Caribbean Basin Economic Recovery Act (CBERA). To eliminate this disadvantage, proposals have been made to extend to imports from Caribbean Basin countries preferential treatment equivalent to that accorded imports of identical goods from Mexico. This report compares the provisions of four such proposals: Title I of H.R. 984, Title I of S. 371, H.R. 1834, and S. 1389.

U.S.-Latin America Trade: Recent Trends

Description: After Congress passed Trade Promotion Authority (TPA) legislation in August 2002 (P.L. 107-210), the United States implemented free trade agreements (FTAs) with Chile, the Dominican Republic, the Central American countries, and Peru. The United States has also concluded FTAs with Colombia and Panama, which await congressional action.1 Talks on the region-wide Free Trade Area of the Americas (FTAA), by contrast, have stalled. The 110th Congress may consider implementing legislation for one or both of the pending bilateral agreements. This report provides an analytical overview of U.S.-Latin American trade data and trends in support of congressional interest in U.S.- Latin American trade relations.

Norht Korea's Nuclear Weapons Program

Description: North Korea's decisions to restart nuclear installations at Yongbyon that were shut down under the U.S.-South Korean Agreed Framework of 1994 and to withdraw from the Nuclear Non-Proliferation Treaty create an acute foreign policy problem for the United States. Restarting the Yongbyon facilities opens up a possible North Korean intent to stage a "nuclear breakout" of its nuclear program and openly produce nuclear weapons. The main objective of the Bush Administration is to secure the dismantling of North Korea's plutonium and uranium-based nuclear programs. China, South Korea, and Russia have criticized the Bush Administration for not negotiating directly with North Korea, and they voice opposition to economic sanctions and to the use force against Pyongyang. China, Russia, and even South Korea increasingly have expressed support for North Korea's position in six-party talks facilitated by China, but the talks have made little progress.
