Community Development Block Grants: Legislative Proposals to Assist Communities Affected by Home Foreclosures

Community Development Block Grants: Legislative Proposals to Assist Communities Affected by Home Foreclosures

Date: July 15, 2008
Creator: Boyd, Eugene & Gonzales, Oscar R.
Description: In response to the rising number of home mortgage foreclosures, several bills have been introduced during the 110th Congress that would provide additional federal assistance to state and local governments with high concentrations of foreclosed homes, subprime mortgage loans, and delinquent home mortgages. At least one of these proposals, H.R. 3221, as passed by the Senate, includes provisions that would use the framework of the Community Development Block Grant (CDBG) program to channel an additional $4 billion in assistance to state and local governments. This provision faces an uncertain future; objections to it have been raised by the Bush Administration and others, contending that the assistance will result in the rescue of lenders and speculators.

Drinking Water State Revolving Fund (DWSRF): Program Overview and Issues

Drinking Water State Revolving Fund (DWSRF): Program Overview and Issues

Date: October 24, 2008
Creator: Tiemann, Mary
Description: The Safe Drinking Water Act (SDWA) Amendments of 1996 authorized a drinking water state revolving loan fund (DWSRF) program to help public water systems finance infrastructure projects needed to comply with federal drinking water regulations and to protect public health. The Environmental Protection Agency's (EPA's) latest (2003) survey of capital improvement needs for public water systems found that water systems need to invest $276.8 billion on infrastructure improvements over 20 years to ensure the provision of safe water. Key issues include the gap between estimated needs and funding, SDWA compliance costs, and the need for cities to update and maintain water infrastructure, apart from SDWA compliance.

Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force

Date: September 14, 2006
Creator: Matthews, Christine M.
Description: The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report examines these issues and discusses their policy implications.

The Committee on Foreign Investment in the United States (CFIUS)

The Committee on Foreign Investment in the United States (CFIUS)

Date: April 24, 2006
Creator: Jackson, James K
Description: The Committee on Foreign Investment in the United States (CFIUS) is an interagency committee that serves the President in overseeing the national security implications of foreign investment in the economy. Since it was established by an Executive Order of President Ford in 1975, the committee has operated in relative obscurity.1 According to a Treasury Department memorandum, the Committee originally was established in order to placate Congress, which had grown concerned over the rapid increase in Organization of the Petroleum Exporting Countries (OPEC) investments in American portfolio assets (Treasury securities, corporate stocks and bonds), and to respond to concerns of some that much of the OPEC investments were being driven by political, rather than by economic, motives.
