Description: In December 1995, a NATO-led implementation force (IFOR) was deployed to Bosnia to enforce the military aspects of the Bosnian peace agreement. After fierce debate, the House and Senate passed separate resolutions in December 1995 expressing support for the U.S. troops in Bosnia, although not necessarily for the mission itself. Legislative efforts to bar funds for the deployment of U.S. troops to Bosnia were narrowly rejected. In the 105th Congress, similar efforts to bar a U.S. deployment after June 1998 were also rejected, although the FY 1998 defense authorization and appropriations laws contain reporting requirements that must be fulfilled before an extended deployment may take place. The defense appropriation measure requires the President to seek a supplemental appropriation for any deployment after June 1998.

Description: The Chinese government has strongly criticized U.S. announcements that it will develop or assist in deploying missile defense systems involving cooperation with U.S. allies in East Asia, and reports of such possible U.S. cooperation with Taiwan. For those in the United States, the U.S. plans have many perceived disadvantages and advantages;1 the latter include notably providing degrees of protection for the United States and its allies against ballistic missile attack. Many in China believe that proposed U.S. development and deployment of ballistic missile defenses at home and in East Asia pose potentially serious complications for China’s ability to use its nuclear weapons to deter possible U.S. pressure and aggression, and to use Chinese ballistic missile capability to exert leverage over Japan, Taiwan, and others in East Asia.

Description: The United States has long been concerned with Colombia as a major producer and trafficker of the illegal narcotics entering this country: first marijuana, then cocaine, and now also heroin. Colombia's drug trafficking business has been dominated by two cartels during the two decades in which cocaine trafficking became a major activity: first the Medellin cartel, which dominated during the 1980s and then the Cali cartel, which dominated during the early 1990s. With the arrests of the major Cali cartel leaders in the mid-1990s, independent traffickers have filled the void.

This report tracks and analyzes the efforts of the most seriously affected Asian countries to deal with their economic and financial problems, and their interaction with the International Monetary Fund (IMF), the United States, and other major sources of financial support and policy advice. It also addresses the implications of the crisis for such U.S. interests as regional stability and the prevention of conflict, trade liberalization, and U.S. regional and global leadership, and discusses the principal factors that could influence the duration and severity of the crisis. A final section considers options for Congress in the context of various criticisms of the IMF’s stabilization programs and the operations of the Fund itself.

Description: NAFTA raises potential economic and political issues for U.S. relations with Asian countries for whom the agreement presents uncertainties regarding the future of their market opportunities in North America. As countries not associated with a preferential trading arrangement of their own, Asian countries are concerned that a trend toward regional trade agreements may affect the capacity of multilateral institutions to protect their global trading interests. This report examines Asian perceptions of NAFTA in both their economic and political dimensions, how Asian countries may respond in concrete ways to NAFTA, and, assuming that NAFTA gains approval in the U.S. Congress, what steps the United States might take toward facilitating a smooth reception for NAFTA in Asia.
