China-Southeast Asia Relations: Trends, Issues, and Implications for the United States

Date: April 4, 2006
Creator: Vaughn, Bruce & Morrison, Wayne M
Description: This report explores what is behind this shift in China - ASEAN relations and how it may affect American interests in the region. The key policy issue for Congress is to assess how the United States should view China’s expanding posture in Southeast Asia and decide what is the best way to react to this phenomenon. This report may be of assistance to Congressional decision makers as they review legislation such as H.Res. 43 or H.Con.Res. 33 (109th Congress).

Bolivia: Political and Economic Developments and Implications for U.S. Policy

Date: June 22, 2005
Creator: Veillette, Connie
Description: Bolivia is one of the poorest countries in Latin America with an ethnically diverse population. It has a long history of political instability that persists to this day. It is also highly politically polarized over such issues as the future of oil and gas exploration and production, coca eradication programs, and calls for regional autonomy and constitutional reform from some parts of the country. U.S. interest in Bolivia centers on its role as a coca producer, and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries. This report goes into greater detail concerning the Bolivia's current political conditions, as well as Bolivia's relationship with the United States.

Bolivia: Political and Economic Developments and Implications for U.S. Policy

Date: May 20, 2005
Creator: Veillette, Connie
Description: This report includes background information on Bolivia’s political unrest, economic situation, and relations with the United States. In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Under policies of recently-elected leftist-leaning President Evo Morales, Bolivia's relations with neighboring countries, foreign investors, and the United States have been complicated. For some 20 years, U.S. interest in Bolivia has centered on its role as a coca producer and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries in the Andes. U.S.-Bolivian relations have become tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure.

Colombia: Issues for Congress

Date: January 4, 2006
Creator: Veillette, Connie
Description: Recent debate on U.S. policy toward Colombia has taken place in a context of concern for the volume of drugs readily available in the United States and elsewhere in the world, and regional security issues. The United States has made a significant commitment of funds and material support to help Colombia and the Andean region fight drug trafficking since the development of Plan Colombia in 1999. Congress passed legislation providing $1.3 billion in assistance for FY2000 (P.L. 106-246) and has provided more than $4 billion for programs in Colombia from FY2000 through FY2005 in both State Department and Defense Department counternarcotics accounts.
