Security Assistance Reform: "Section 1206" Background and Issues for Congress
Section 1206 is the first major DOD authority to be used expressly for the purpose of training and equipping the national military forces of foreign countries. This report provides background on the pre-Section 1206 status of security assistance authorities and the factors contributing to the enactment of Section 1206. It then sets out the purposes of the legislation and scope of its activities, restrictions on its use, the DOD-State Department planning process, and funding. It concludes with a discussion of issues for Congress. Post-War Iraq: Foreign Contributions to Training, Peacekeeping, and Reconstruction
Securing and maintaining foreign contributions to the reconstruction and stabilization of Iraq has been a major priority for U.S. policymakers since the launch of Operation Iraqi Freedom in March 2003. This report tracks important changes in financial and personnel pledges from foreign governments since the August 19, 2003 bombing of the U.N. headquarters in Baghdad and major events since the fall of Baghdad on April 9, 2003. East Timor Situation Report
A United Nations Transitional Authority in East Timor (UNTAET) was established in October 1999 following the entrance of U.N.-sponsored international peacekeepers into East Timor. These measures came in response to Indonesian instigated violence against East Timorese who had voted overwhelmingly for independence from Indonesia in a referendum of August 30, 1999. UNTAET’s mandate is broad. It is to help East Timor recover from the violence through humanitarian aid and reconstruction of facilities that were damaged or destroyed.
