- Brownfield Issues in the 110th Congress

The authorization expired on September 30, 2006. In the 109th Congress, a reauthorization bill, H.B. 5810, was reported from the House Committee on Transportation and Infrastructure on July 28, 2006, but went no further. - A question for policy makers is whether U.S. GHG emissions will remain at current levels, decrease to meet the President's 2020 and 2025 goals, or increase to former (or even higher) levels. Multiple factors, including socioeconomics, technology, and climate policies, may impact GHG emission levels. The first section of this report provides current levels and recent trends in U.S. GHG emissions. The second section takes a closer look at some of the key factors that influence emission levels. - The World Bank's Clean Technology Fund (CTF)
- The United States Treasury has led efforts to create a $10 billion Clean Technology Fund (CTF), located at the World Bank, to help fund deployment of clean technology to reduce greenhouse gas emissions in developing economies. The Bush administration has asked Congress to authorize and appropriate U.S. funding of $2 billion over three years (FY2009 to FY2011). While many Members of Congress have expressed support for the CTF, others have raised concerns, primarily with respect to whether the CTF should finance carbon-based energy projects. To date, Congress has not passed legislation authorizing or appropriating U.S. contributions to the Fund.
- Drinking Water State Revolving Fund (DWSRF): Program Overview and Issues
- The Safe Drinking Water Act (SDWA) Amendments of 1996 authorized a drinking water state revolving loan fund (DWSRF) program to help public water systems finance infrastructure projects needed to comply with federal drinking water regulations and to protect public health. The Environmental Protection Agency's (EPA's) latest (2003) survey of capital improvement needs for public water systems found that water systems need to invest $276.8 billion on infrastructure improvements over 20 years to ensure the provision of safe water. Key issues include the gap between estimated needs and funding, SDWA compliance costs, and the need for cities to update and maintain water infrastructure, apart from SDWA compliance.

- Environmental Protection Issues in the 108th Congress
- The 108th Congress has acted on a variety of disparate environmental measures; some of these represent proposals or issues that had been under consideration in the 107th Congress and earlier. Environmental issues considered by Congress tend to fall into several major categories: (1) funding issues — whether funding levels are adequate and focused on appropriate priorities; (2) expanding, renewing, or refocusing specific environment programs; (3) environmental issues that are important “subsets” of other major areas of concern, such as energy, defense, or transportation programs; and more recently, (4) terrorism and infrastructure protection in areas such as wastewater and chemical facilities.
- Clean Water Act Issues in the 106th Congress
- In the 106th Congress, no comprehensive activity on reauthorizing the Clean Water Act occurred, although a number of individual clean water bills were enacted. Other issues have been debated recently, such as reforming the law to provide regulatory relief for industry, states and cities, and individual landowners. The debate over many of these issues highlights differing views of the Act and its implementation by some who seek to strengthen existing requirements and others who believe that costs and benefits should be more carefully weighed before additional control programs are mandated.
- Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2003
- The Department of Defense (DOD) administers five environmental programs in response to various requirements under federal environmental laws. These programs include environmental cleanup, environmental compliance, pollution prevention, environmental technology, and conservation. Additionally, the Department of Energy (DOE) is responsible for managing defense nuclear waste and cleaning up contaminated nuclear weapons sites. The Administration requested a total of $11.17 billion for these programs in FY2003, about $390 million more than the FY2002 funding level of $10.78 billion. Some of the ongoing issues associated with these programs are the adequacy, cost, and pace of cleanup, whether DOD and DOE adequately comply with environmental laws and regulations, and the extent to which environmental requirements encroach upon military readiness.
