Reallocation of Hurricanes Katrina Emergency Appropriations: Defense and Other Issues

Description: As the first session of the 109th Congress draws to a close, some Members continue to address urgent needs from Hurricane Katrina funding. On October 28, 2005, the President proposed to reallocate $17.1 billion of the $60 billion in funds previously appropriated for disaster relief in two Katrina supplementals (P.L.109-61 and P.L.109-62). On the same day, the President submitted a request to rescind $2.3 billion to offset some of the costs of the federal response.

The Earthquake in South Asia: Humanitarian Assistance and Relief Operations

Hurricane Katrina Recovery: Contracts Awarded by the Federal Government

Flood Risk Management: Federal Role in Infrastructure

Description: This report discusses federal investment decisions on flood control infrastructure, such as levees, floodwalls, and dams. The report also analyzes flood risk as a composite of flood threat, consequence, and vulnerability. Disaster Response and the Appointment of a Recovery Czar: The Executive Branch's Response to the Flood of 1927

Description: This report describes the flood of 1927, and assesses the federal government’s response thereto. In short, the federal response was an executive branch response. War Bonds in the Second World War: A Model for Hurricane Recovery Bonds?

Description: Severe damage and dislocations resulting from Hurricanes Katrina and Rita have rekindled congressional interest in the concept of the sale of a Treasury security to finance recovery and relief operations. The question has been raised whether or not the issuance of war bonds during the Second World War serves as a good model for new “hurricane recovery bonds.” Two bills have been introduced that would permit the issuance of some form of hurricane relief bond: H.R. 3892 and H.R. 3935.
