Description: Fair and transparent elections are seen by experts and policymakers as a necessary step in Palestinian democratization and for the peace process. Palestinian political reform is an important element in the U.S. policy of promoting democracy, civil society, and good governance in the Middle East. It remains unclear how U.S. policy toward the Palestinian will change now that a designated terrorist organization -- Hamas -- is set to head the government. Some in Congress support restricting or ending economic assistance to the Palestinians so that U.S. aid does not benefit a foreign terrorist organization. Others are wary of initiatives that may weaken Palestinian President Abbas.

Description: The United States had urged the holding of free and fair elections to be followed by renewed dialogue between India and Pakistan to resolve their long-running dispute. India has made clear that it will not engage such dialogue until Islamabad has put an end to cross-border infiltration of Islamic militants into Indian-held Kashmir. Following the elections, New Delhi announced a major troop redeployment after a tense ten-month standoff at the India-Pakistan frontier. Militant separatist groups in both Pakistan and Kashmir have stated that the ground realities are unchanged and so their violent campaign will continue. In apparent confirmation of these statements, numerous coordinated attacks in November 2002 killed dozens.

Description: The deadlocked November 2000 presidential election focused national attention on previously obscure details of election administration. Even before the U.S. Supreme Court had resolved the election in December, numerous bills to address the failings of the election system were introduced in Congress and state legislatures. The response at the federal level was the Help America Vote Act (HAVA; P.L. 107-252), enacted in 2002. HAVA created the Election Assistance Commission (EAC), established a set of election administration requirements, and provided federal funding, but did not supplant state and local control over election administration. Several issues have arisen or persisted in the years since HAVA was enacted.
