Description: Iraq has largely completed a formal political transition from the dictatorship of Saddam Hussein to a plural policy that encompasses varying sects and political factions. However, grievances and disputes among these groups remain over the relative claim of each on power and economic resources. These disputes permeate and complicate almost every issue in Iraq, including security, the terms and framework for elections, economic design making, and foreign policy.

Description: Elections for a transitional National Assembly, provincial councils, and a Kurdish regional assembly were held on January 30, 2005. High voter turnout in mostly Shiite and Kurdish areas led to a first and second-place finish for slates backed by these two communities. Description: Kuwaiti leaders peacefully resolved a succession crisis that erupted following the January 15, 2006 death of its long-ruling Amir. However, a new crisis erupted in May 2006 over the structure of the next parliamentary elections, prompting a dissolution of the existing parliament and scheduling of new elections for June 29, 2006. Serbia and Montenegro Union: Background and Pending Dissolution

Description: On May 21, 2006, Montenegro held a long-awaited referendum on independence. Serbia and Montenegro were the last remnants of the former Yugoslavia to exist in a common state.
