Navy Virginia (SSN-774) Class Attack Submarine Procurement: Background and Issues for Congress

Description: This report provides background information and oversight issues for Congress on the Virginia-class nuclear-powered attack submarine (SSN) program. The Navy's proposed FY2012 budget requests procurement funding for the 15th and 16th Virginia-class boats, and advance procurement (AP) funding for Virginia-class boats to be procured in future years. Decisions that Congress makes on procurement of Virginia-class boats could substantially affect U.S. Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base.

Description: In November 2011, the Obama Administration announced the creation of a new State Department Bureau of Conflict and Stabilization Operations to provide the institutional focus for policy and “operational solutions” to prevent, respond to, and stabilize crises in priority states. This bureau integrates the former Office of the Coordinator for Reconstruction and Stabilization (S/CRS). In December 2011, the Administration nominated Frederick D. Barton to two posts: the Assistant Secretary for Conflict and Stabilization Operations and the Coordinator for Reconstruction and Stabilization. The second session of the 112th Congress may wish to follow the progress of the CSO Bureau in furthering the work of S/CRS as part of appropriations and oversight functions.

Wartime Contracting in Afghanistan: Analysis and Issues for Congress

Description: Government contracting in Afghanistan and other wartime environments is different than contracting in peacetime. In peacetime, the goal of contracting is generally to obtain the good or service that is required. The measurements of success are generally getting the right good or service, on schedule, and at a fair price. In wartime, however-and particularly in a counterinsurgency environment-cost, schedule, and performance are often secondary to larger strategic goals of promoting security and denying popular support for the insurgency.

Issues for Congress concerning the Aegis BMD program include whether to approve, reject, or modify MDA and Navy funding requests for the program, and whether to provide MDA or the Navy with additional direction concerning the program. Congress's decisions regarding the Aegis BMD program could substantially affect U.S. BMD capabilities and funding requirements, U.S. Navy ship force levels and operating patterns, and the defense industrial base.
