Congressional Budget Actions in 2002

Date: July 9, 2002
Creator: Heniff, Bill, Jr
Description: During the second session of the 107th Congress, the House and Senate will consider many different budgetary measures. Most of these measures will pertain to FY2003 (which will begin on October 1, 2002) and beyond, but some may make adjustments to the budget for FY2002. As the congressional session progresses, this issue brief will describe House and Senate action on major budgetary legislation within the framework of the congressional budget process and other procedural requirements.

Clean Air Act Issues in the 107th Congress

Clean Air Act Issues in the 107th Congress

Date: July 8, 2002
Creator: McCarthy, James E
Description: In the 107th Congress, the most prominent air quality issue has been whether state and federal regulations designed to protect air quality are having a negative impact on energy production, and, if so, whether legislation should be enacted to reform such regulations. The early discussion focused primarily on California, but with the release of the Administration’s energy policy recommendations in May 2001 and subsequent congressional action, attention shifted to issues more national in scope.

Clean Water Act Issues in the 107th Congress

Clean Water Act Issues in the 107th Congress

Date: July 8, 2002
Creator: Copeland, Claudia
Description: Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.

Electronic Congress: Proposals and Issues

Date: July 2, 2002
Creator: Seifert, Jeffrey W & Petersen, R. Eric
Description: The events of September 11, 2001, and the subsequent anthrax incidents have prompted some observers to suggest creating a capability for a virtual or electronic Congress (e-Congress) that could function in the event of an emergency. Currently, it is unclear exactly how an e-Congress would be constituted and operated; however, a proposal (H.R. 3481) has been introduced to require the National Institute of Standards and Technology (NIST) to investigate the feasibility and costs of implementing a computer system for remote voting and communication for Congress to ensure business continuity for congressional operations.
