Wartime Contracting in Afghanistan: Analysis and Issues for Congress

Wartime Contracting in Afghanistan: Analysis and Issues for Congress

Date: November 14, 2011
Creator: Schwartz, Moshe
Description: Government contracting in Afghanistan and other wartime environments is different than contracting in peacetime. In peacetime, the goal of contracting is generally to obtain the good or service that is required. The measurements of success are generally getting the right good or service, on schedule, and at a fair price. In wartime, however-and particularly in a counterinsurgency environment-cost, schedule, and performance are often secondary to larger strategic goals of promoting security and denying popular support for the insurgency.

Department of Defense Trends in Overseas Contract Obligations

Description: The Department of Defense (DOD) has long relied on contractors to support military operations. Contractors provide the U.S. military with weapons, food, uniforms, and logistic services, and without contractor support, the U.S. would currently be unable to arm and field an effective fighting force. DOD spends more on federal contracts than all other federal agencies combined.
