Child Nutrition and WIC Programs: Background and Funding
About a dozen federally supported child nutrition programs and related activities – including school meal programs and the Special Supplemental Nutrition Program for Women, Infants, and Children (the WIC program) – reach over 37 million children and almost 2 million lower-income pregnant and postpartum women. Total FY2002 spending on these efforts was $15.1 billion. FY2003 spending is projected at an estimated $15.9 billion under the Agriculture Department appropriations portion (Division A) of the FY2003 Consolidated Appropriations Resolution (P.L. 108-7; H.Rept. 108-10; enacted February 20,2003). Budget Reconciliation: Projections of Funding in the State Children's Health Insurance Program (SCHIP)
In FY2005, six states faced the prospect of running out of federal funds in the State Children’s Health Insurance Program (SCHIP). This was the first time since the program’s creation in 1997 that multiple states faced such a shortfall. The shortfalls were avoided by the redistribution of funds from other states’ original SCHIP allotments that had not been spent by the end of the three-year period of availability. Deficit Reduction and Spectrum Auctions: FY2006 Budget Reconciliation
The Congressional Budget Office has informally estimated a value of $10 billion from auction proceeds for these commercial channels; many believe the amount could be higher. Broadcasters are holding this valuable spectrum (channels 52-69) but would be required to relinquish it after the transition to digital television (DTV) is achieved. Without a hard deadline, the transition to digital television has been delayed and the spectrum has not been made available for other uses. In 1992, the Nation spent $522 billion for energy ($1996 constant), while energy efficiency and conservation measures were saving the economy about $275 billion per year. Energy is conserved when technical means are employed to improve efficiency or to reduce energy waste. Drinking Water State Revolving Fund: Program Overview and Issues
In the Safe Drinking Water Act (SDWA) Amendments of 1996 (P.L. 104-182), Congress authorized a drinking water state revolving loan fund (DWSRF) program to help public water systems finance infrastructure projects needed to comply with federal drinking water regulations and to protect public health. Under the program, states receive capitalization grants to make loans to water systems for drinking water projects and certain other SDWA activities. Since the program was first funded in FY1997, Congress has provided $7.8 billion, including roughly $844 million for FY2005. The President has requested $850 million for FY2006. The Abandoned Mine Land Fund: Grants Distribution and Issues
The Surface Mining Control and Reclamation Act (SMCRA, P.L. 95-87), enacted in 1977, established reclamation standards for all coal surface mining operations, and for the surface effects of underground mining. It also established the Abandoned Mine Land (AML) program to promote the reclamation of sites mined and abandoned prior to the enactment of SMCRA. To finance reclamation of abandoned mine sites, the legislation established fees on coal production. These collections are divided into federal and state shares; subject to annual appropriation, AML funds are distributed annually to states with approved reclamation programs.
