Countercyclical Job Creation Programs

Description: To counter the effect of recessions on workers, Congress has passed legislation to spur job creation through increased spending on public works (infrastructure) and public service programs, revenue sharing with state governments, and employment tax credits. Although the economic stimulus measure enacted during the 110th Congress did not include these direct job creation approaches, additional spending on infrastructure in particular was considered before Congress recessed. (See CRS Report RL34349, Economic Slowdown: Issues and Policies, coordinated by Jane G. Gravelle et al.) Infrastructure spending continues to be mentioned in the context of a second stimulus package, as do state and local government revenue sharing and a jobs tax credit. The focus of this report is on the four countercyclical job creation approaches and related legislation enacted since the Great Depression's end.

Description: The majority of the research supported by the NSF is conducted at U.S. colleges and universities. Approximately 82.7% ($3,094.8 million) of NSF's FY2006 $3,740.6 million research and development (R&D) budget was awarded to U.S. colleges and universities. On September 30, 2008, the President signed into law the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (P.L. 110-329, H.R. 2638). The act includes, among other things, three of the 12 regular appropriations acts for FY2009. The Continuing Appropriations Act funds the NSF until passage of the Commerce, Justice, Science, and Related Appropriations bill or until March 6, 2009, whichever occurs first. P.L. 110-329 funds the NSF at the FY2008 level.

Description: In February and March 2009, the Obama Administration announced its overall plans to increase troop levels in Afghanistan and decrease troop levels in Iraq for 2009 through 2011. Using several Department of Defense (DOD) data reports, this report describes, analyzes, and estimates deployed troop strength from the 9/11 attacks to FY2012 to provide Congress with a tool to assess current and future DOD war funding requests; implications for the U.S. military presence in the region; and deployment burdens on individual service members and each of the services.

Long-Range Ballistic Missile Defense in Europe

Description: Successive U.S. governments have urged the creation of an anti-missile system to protect against long-range ballistic missile threats from adversary states. The Bush Administration proposed deploying a ground-based mid-course defense (GMD) element of the larger Ballistic Missile Defense System (BMDS) in Europe to defend against an Iranian missile threat. The proposed U.S. system has encountered resistance in some European countries and beyond. The GMD plan has also affected U.S.-Russia relations. Former President Putin and his successor, Vladimir Medvedev, have argued that the proposal would reignite the arms race and upset U.S.-Russian-European security relations. This report discusses these issues, as well as the pending related budget requests.

NTDs are an important focus of U.S. global health assistance and may come under scrutiny as the 112th Congress debates spending levels for ongoing global health programs.
