Description: This report discusses the two separate FY2006 supplemental appropriations requests submitted on February 16, 2006. The first, totaling $72.4 billion, would fund ongoing military operations in Iraq and Afghanistan ($67.9 billion), non-DOD intelligence operations ($0.3 billion), State Department operations in Iraq and various foreign aid programs, including additional assistance for Iraq ($4.2 billion), and other counter-terrorism funding for other agencies ($12 million). The other supplemental would provide $19.8 billion for recovery and reconstruction activities in hurricane affected Gulf Coast areas. Thus, Congress is to consider during the early months of 2006 a combined spending proposal of $92.2 billion.

Description: During the week of December 18, 2005, both the House and Senate approved the conference agreement on the Deficit Reduction Act of 2005 (H.Rept. 109-362, S. 1932), which includes net reductions of $2.7 billion over five years for USDA mandatory programs. Included in the agreement is a $1.7 billion reduction in farm commodity support programs, a $934 million reduction in conservation spending, a $620 million reduction in a mandatory research program, and $419 million cut in rural development programs, as scored by CBO over a five-year period (FY2006-2010). The measure also includes a two-year extension of a dairy income support program, at an estimated cost of $998 million. No reductions to food stamp spending were included in the conference agreement.

Description: The report explains briefly the major features of the Balanced Budget and Emergency Deficit Control Act of 1985 (Public Law 99-177), commonly referred to as the Gramm-Rudman-Hollings Act. Following a short overview of the deficit reduction process, the report outlines the deficit control timetable for each of fiscal years 1987-1991, and the accelerated timetable for fiscal year 1986, describes the procedures for eliminating excess deficits, discusses how to compute the required spending reductions, and summarizes the sequestration of funds for fiscal year 1986. The report also identifies the programs exempted from emergency deficit reduction procedures and those that have special rules for making reductions.

Description: The President’s fiscal year (FY) 2007 budget released in early February 2006 included proposals to make the 2001 and 2003 tax cuts permanent; slow the growth of Medicare spending; hold funding for non-defense, non-homeland security funding to little if any increase; and introduce, in FY2010, private accounts for Social Security. The Congressional Budget Office’s (CBO’s) January 2006 budget report provided baseline estimates and projections through FY2016. CBO also estimated the cost of alternative policies that some would say are more likely to occur than some of the policies assumed in the baseline.
