Navy Attack Submarine Procurement: Background and Issues for Congress

Description: This report discusses Navy procurement of Virginia-class (SSN-774) nuclear-powered attack submarines (SSNs) at a rate of one-per-year for the past several years. The procurement rate is scheduled to increase to two boats per year starting in FY2011. A total of 11 boats have been procured through FY2009. The eight Virginia-class submarines to be procured in the five-year period FY2009-FY2013 (boats 11 through 18) are being procured under a multiyear procurement (MYP) arrangement.

Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2009

Description: This report provides a table which lists supplemental appropriations for Agriculture. From FY1989 through FY2009, 39 appropriations, authorization, or farm disaster acts added approximately $68.7 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs (excluding the Forest Service, which is funded annually under the Interior appropriations bill). Approximately $50.2 billion, or just under three-fourths of the total amount, was provided within the last 10 years.

The Impact of Major Legislation on Budget Deficits: 2001 to 2009

Description: This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.
