Description: This review gives an overview of the budget of the National Oceanic and Atmospheric Administration (NOAA) requested for the 2009 fiscal year (FY2009) by President Bush on February 4, 2008. Bush Administration priorities for the NOAA budget included restoring funding for some programs that were flat-funded or cut for FY2008; recapitalizing aging facilities, equipment, vessels, buildings, and other infrastructure; and ensuring that NOAA satellite programs meet mission requirements and are kept to schedule.

The Federal Budget: Issues for FY2011, FY2012, and Beyond

Description: The federal budget is central to Congress's ability to exercise its "power of the purse." Over the last several fiscal years the imbalance between spending and revenues has grown as a result of the economic downturn and policies enacted in response to financial turmoil. In FY2010, the last completed fiscal year, the U.S. government spent $3,456 billion (23.8% of GDP) and collected $2,162 billion in revenue (14.9% of GDP), resulting in a budget deficit of $1,294 billion (8.9% of GDP).

Legislative Branch Staffing, 1954-2007

Description: This report provides data and analysis concerning legislative branch staffing levels since 1954. Legislative branch staff include congressional staff, who work in the House or Senate, and legislative agency staff, who work in a legislative branch agency. At present, there is no legislation pending before Congress to change existing staff arrangements in Congress or legislative branch agencies. As policies and issues before Congress continue to proliferate in volume and complexity, new proposals for change in staffing levels or changes in the balance between congressional staff and legislative agency staff may emerge. This report, which will be updated annually, is one of several CRS products focusing on various aspects of congressional operations and administration.

Defense Authorization and Appropriations Bills: FY1970-FY2010

Description: The passage of the Department of Defense (DOD) authorization and appropriations bills through Congress often does not follow the course laid out in textbooks on legislative procedure. Tracking DOD authorization or appropriations bills can often be confusing and time-consuming. This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2) for FY1970-FY2010. This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Key definitions are also included.

Trends in Discretionary Spending

Description: Discretionary spending is provided in, and controlled by, annual appropriations acts, which fund many of the routine activities commonly associated with such federal government functions as running executive branch agencies, congressional offices and agencies, and international operations of the government. Essentially all spending on federal wages and salaries is discretionary. This report discusses historical, current, and projected discretionary spending trends. It also describes how current discretionary spending trends reflect national priorities.
