The Budget Reconciliation Process: Timing of Legislative Action
Description:
Reconciliation is a procedure under the Congressional Budget Act of 1974 by which Congress implements budget resolution policies affecting mainly permanent spending and revenue programs. The principal focus in the reconciliation process has been deficit reduction, but in recent years reconciliation has encompassed revenue reduction generally and spending increases in selected program areas.

Budget Reconciliation FY2006: Provisions Affecting the Medicaid Federal Medical Assistance Percentage (FMAP)

The federal medical assistance percentage (FMAP) is the rate at which states are reimbursed for most Medicaid service expenditures. The FY2006 budget reconciliation bills passed by the House (H.R. 4241) and Senate (S. 1932) include provisions that would affect state FMAPs for Medicaid in a number of ways. The Corporation for Public Broadcasting, created in 1967, receives approximately 15% of its annual funding from federal appropriations. In turn, the CPB, acting as an umbrella agency, is required to spend 89 percent of the appropriations in grants to members of Public Broadcasting Service (PBS), National Public Radio (NPR), Public Radio International (PRI), and other affiliated public television and radio broadcasters.

The Corporation for Public Broadcasting: Federal Funding Facts and Status

Congressional policymakers are closely examining federal funding for the Corporation for Public Broadcasting (CPB). Overall, 15.6% of all public television and radio broadcasting funding comes from the federal appropriations that CPB distributes. The Farm Security and Rural Investment Act of 2002 authorized large increases in
mandatory funding for several agricultural conservation programs. Since FY2002,
