Federal Research and Development Funding: Possible Impacts of Operating Under a Continuing Resolution

Description: On September 30, 2008, President Bush signed into law the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009. CONTOMS (Counter Narcotics and Terrorism Operational Medical Support Program)
