Livestock Feed Costs: Concerns and Options
This report discusses higher livestock feed costs. The authors argue the current public policies, including financial incentives that divert corn from feed uses into ethanol production. digital.library.unt.edu/ark:/67531/metadc94242/
Invasive Non-Native Species: Background and Issues for Congress
This report compares an approach based on a species-by-species assessment, vs. one based on pathways of entry. It also assesses the choice of an emphasis on prevention vs. post hoc control and intra-state quarantine. It describes existing federal laws and federal agency roles, federal interagency cooperation, and the federal interaction with state governments. Finally, it outlines effects, costs, and issues surrounding 47 selected harmful non-native species. digital.library.unt.edu/ark:/67531/metacrs8524/
Fishery, Aquaculture, and Marine Mammal Legislation in the 109th Congress
Fish and marine mammals are important resources in open ocean and nearshore coastal areas; many federal laws and regulations guide their management. This report discusses a variety of laws and legislation pertaining to this issue. digital.library.unt.edu/ark:/67531/metadc820991/
Asian Carp and the Great Lakes Region
Four species of non-indigenous Asian carp are expanding their range in U.S. waterways, resulting in a variety of concerns and problems. Three species—bighead, silver, and black carp—are of particular note, based on the perceived degree of environmental concern. This report examines current controversy relating to what measures might be necessary and sufficient to prevent movement of Asian carp from the Mississippi River drainage into the Great Lakes through the Chicago Area Waterway System. Movement of Asian carp into the Great Lakes is ultimately of concern because increased numbers of carp in the Great Lakes increases the risk that Asian carp will establish reproducing populations in these waters. Bills have been introduced in the 111th Congress to direct actions to avoid the possibility of carp becoming established in the Great Lakes. digital.library.unt.edu/ark:/67531/metadc821970/
Does the Endangered Species Act (ESA) Listing Provide More Protection of Polar Bear?: A Look at the Special Rules
This report looks at the regulations surrounding the polar bear, which has been protected under the Marine Mammal Protection Act (MMPA) since 1972. The report discusses the protections, prohibitions, and special rules for polar bears as well as exceptions to the rules, habitat issues, recovery plans, and other issues regarding polar bear protections. digital.library.unt.edu/ark:/67531/metadc87349/
Endangered Species: Difficult Choices
This report discusses issues debated in the 107th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others. In addition, many have advocated including significant changes to ESA regulations made during the Clinton Administration in the law itself. digital.library.unt.edu/ark:/67531/metacrs3763/

Endangered Species: Continuing Controversy
The Endangered Species Act of 1973 (ESA) has been one of the most controversial of all environmental laws. Undoubtedly, the controversy stems from the strict substantive provisions of this law compared to many other environmental laws which tend to be more procedurally oriented or to permit greater administrative discretion. As a result of the ESA’s standards, the Act often plays a role in disputes in which all sides agree that a given species is not the center of the debate. digital.library.unt.edu/ark:/67531/metacrs1072/

Avian Influenza: Agricultural Issues
Since the fall of 2003, a strain of highly pathogenic avian influenza (H5N1) has spread throughout Asia, infecting mostly poultry but also a limited number of humans. The virus reached Europe in 2005, and the Middle East and Africa in 2006. Avian flu is highly contagious in domestic poultry. Strict biosecurity measures are practiced by commercial poultry farms and encouraged by governments. The economic effects of avian flu outbreaks can be significant, especially given international trade restrictions. Controlling avian flu in poultry is seen as the best way to prevent a human pandemic from developing, by reducing the number of animal hosts in which the virus may evolve. This report mainly covers avian flu in poultry, and will be updated. digital.library.unt.edu/ark:/67531/metacrs9137/

Hog Prices: Questions and Answers
This report discusses price changes in the pork industry. In late 1998, the lowest hog prices in decades created a crisis in the pork industry and prompted the U.S. Department of Agriculture (USDA) and Congress to take a series of actions to assist producers, including direct cash payments, and the purchase of extra pork products to reduce market supplies. The industry sought additional aid as low prices persisted into 1999. digital.library.unt.edu/ark:/67531/metacrs837/
