Arctic National Wildlife Refuge (ANWR): Controversies for the 109th Congress

Description: This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

The Private Testing of Mad Cow Disease: Legal Issues

Description: This report provides information on how most of the countries banned United States beef after a single report of Bovine Spongiform Encephalopathy (BSE) in a Canadian-born cow after the December 2003 U.S. report. Creekstone Farms Premium Beef, proposed to conduct BSE rapid tests to be able to do exports, but USDA rejected this proposal since it implies as consumer safety rather than animal health. Grazing Regulations: Changes by the Bureau of Land Management

Description: This report discusses the two-pronged approach to grazing reform the Bureau of Land Management (BLM) is taking by proposing changes to grazing regulations and considering other changes to grazing policies. BLM asserts that regulatory changes are needed to increase flexibility for grazing managers and permittees, to improve rangeland management and grazing permit administration, to promote conservation, and to comply with court decisions.

Bovine Spongiform Encephalopathy (BSE, or “Mad Cow Disease”): Current and Proposed Safeguards

Description: Through mid-Februray 2007, the United States had confirmed three cases of bovine spongiform encephalopathy (or "Mad Cow Disease"): the first in December 2003 in a Canadian-born cow found in Washington state, the second in June 2005 in cow in Texas, and the third in March 2006 in a cow in Alabama. This report contains information on the general issue, trade restrictions, the livestock 'feed ban', surveillance and testing in cattle, prevention in slaughter and processing, and related issues.

Horse Slaughter Prevention Bills and Issues

Description: This report examines more than 90,000 U.S. horses which were slaughtered for human food in 2005, mainly for European and Asian consumers. Congress voted to limit the use of FY2006 appropriated funds for such slaughter, but the practice continues, funded by industry user fees.
