The Advanced Technology Program

Description: The Advanced Technology Program (ATP) was created by P.L. 100-418, the Omnibus Trade and Competitiveness Act of 1988, to encourage public-private cooperation in the development of pre-competitive technologies with broad application across industries. This activity has been targeted for elimination as a means to cut federal spending. This report discusses the ATP and related issues of federal appropriations (or the lack thereof).

Caribbean Basin Enhancement Legislation

Description: Legislation provides Caribbean countries similar tariff benefits as Mexico under the Caribbean and Central American Relief and Economic Stabilization Act. A senate bill provides relief to the hurricane affected countries of Central America. The senate bill is more restrictive than the House bill in the scope of tariff benefits offered.

Crime and Forfeiture: The Innocent Third Party

Description: Forfeiture has survived through time in American law, and since 1984, the use of forfeiture statutes to divest felons of their spoils has increased substantially. This report reviews the case law which raises the issue concerning many relative to whether some civil forfeiture proceedings constitute punishment which may violate the Eighth Amendment's excessive fines clause.

Farm and Food Support Under USDA's Section 32 Program

Description: This report discusses "Section 32", which is a permanent appropriation that since 1935 has earmarked the equivalent of 30% of annual customs receipts to support the farm sector through a variety of activities. Today, most of this sizeable appropriation (now about $5.7 billion per year) is simply transferred directly into the U.S. Department of Agriculture's (USDA's) child nutrition account to fund school feeding and other programs.
