Bosnia Stabilization Force (SFOR) and U.S. Policy

Bosnia Stabilization Force (SFOR) and U.S. Policy

Date: January 29, 1998
Creator: Bowman, Steven R; Kim, Julie & Woehrel, Steven
Description: In December 1995, a NATO-led implementation force (IFOR) was deployed to Bosnia to enforce the military aspects of the Bosnian peace agreement. After fierce debate, the House and Senate passed separate resolutions in December 1995 expressing support for the U.S. troops in Bosnia, although not necessarily for the mission itself. Legislative efforts to bar funds for the deployment of U.S. troops to Bosnia were narrowly rejected. In the 105th Congress, similar efforts to bar a U.S. deployment after June 1998 were also rejected, although the FY 1998 defense authorization and appropriations laws contain reporting requirements that must be fulfilled before an extended deployment may take place. The defense appropriation measure requires the President to seek a supplemental appropriation for any deployment after June 1998.

Colombia: The Problem of Illegal Narcotics and U.S. - Colombian Relations

Date: May 11, 1998
Creator: Serafino, Nina M
Description: The United States has long been concerned with Colombia as a major producer and trafficker of the illegal narcotics entering this country: first marijuana, then cocaine, and now also heroin. Colombia's drug trafficking business has been dominated by two cartels during the two decades in which cocaine trafficking became a major activity: first the Medellin cartel, which dominated during the 1980s and then the Cali cartel, which dominated during the early 1990s. With the arrests of the major Cali cartel leaders in the mid-1990s, independent traffickers have filled the void.

Asian Financial Crisis: An Analysis of U.S. Foreign Policy Interests and Options

Asian Financial Crisis: An Analysis of U.S. Foreign Policy Interests and Options

Date: April 23, 1998
Creator: Cronin, Richard P
Description: The principal focus of this report is on the foreign policy ramifications of the Asian financial crisis and U.S. options for addressing them. This report tracks and analyzes the efforts of the most seriously affected Asian countries to deal with their economic and financial problems, and their interaction with the International Monetary Fund (IMF), the United States, and other major sources of financial support and policy advice. It also addresses the implications of the crisis for such U.S. interests as regional stability and the prevention of conflict, trade liberalization, and U.S. regional and global leadership, and discusses the principal factors that could influence the duration and severity of the crisis. A final section considers options for Congress in the context of various criticisms of the IMF’s stabilization programs and the operations of the Fund itself.

China's Changing Conditions: Possible Implications for US Interests

China's Changing Conditions: Possible Implications for US Interests

Date: June 22, 1998
Creator: Sutter, Robert G
Description: This report discusses possible outcomes and implications for U.S. interests vary. For example, increasingly effective political administration and reform with continued successful economic modernization would be generally compatible with U.S. interests in greater economic opportunity, foreign policy cooperation, and political liberalization in China. Alternatively, Chinese administration, economic vitality, and internal cohesion could degenerate, limiting U.S. economic opportunities, challenging U.S. interests in stability in East Asia, but also diminishing potential threats from a strong China. Finally, China could develop formidable economic power while retaining authoritarian political control, with China emerging as a world power less interested in accommodating U.S. interests than in opposing them.
