Agroterrorism: Threats and Preparedness

Agroterrorism: Threats and Preparedness

Date: August 13, 2004
Creator: Monke, Jim
Description: Although U.S. intelligence agencies have not identified any terrorist acts targeting agricultural production (i.e., agroterrorism) in the United States to date, the events of September 11, 2001 have awakened the nation to their possibility. Some experts estimate that a single agroterrorist attack using a highly contagious livestock disease could cost between $10 billion and $30 billion to the U.S. economy. This report addresses the use of biological weapons against agriculture, rather than the threat of terrorists using agricultural inputs for other purposes. It also focuses more on agricultural production than food processing and distribution.

Aviation Security-Related Findings and Recommendations of the 9/11 Commission

Aviation Security-Related Findings and Recommendations of the 9/11 Commission

Date: August 24, 2004
Creator: Elias, Bartholomew
Description: The 9/11 Commission issued several recommendations designed to strengthen aviation security by: enhancing passenger pre-screening; improving measures to detect explosives on passengers; addressing human factors issues at screening checkpoints; expediting deployment of in-line baggage screening systems; intensifying efforts to identify, track, and screen potentially dangerous cargo; and deploying hardened cargo containers on passenger aircraft. In addition to these specific recommendations, an overarching recommendation for transportation security policy asserts that priorities should be set based on risk, and the most practical and cost effective deterrents should be implemented assigning appropriate roles and missions to federal, state, and local authorities, as well as private stakeholders.

Child Nutrition and WIC Programs: Background and Funding

Child Nutrition and WIC Programs: Background and Funding

Date: August 3, 2004
Creator: Richardson, Joe
Description: Federally supported child nutrition programs and related activities — including school meal programs and the Special Supplemental Nutrition Program for Women, Infants, and Children (the WIC program) — reach over 37 million children and almost 2 million lower-income pregnant/postpartum women. In FY2004, anticipated spending on these programs is $16.6 billion, and the FY2004 appropriations law (P.L. 108-199) supports this spending level (although with new appropriations of a lesser amount, some $16 billion). The Administration’s FY2005 revised budget request envisions spending a total of $17.15 billion, supported by new appropriations of $16.47 billion. The House FY2005 appropriations bill (H.R. 4766) would support spending of $16.97 billion with new appropriations of $16.29 billion.

China-U.S. Trade Issues

China-U.S. Trade Issues

Date: August 2, 2004
Creator: Morrison, Wayne M
Description: U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.
