Child Care Issues in the 108th Congress

Description: This report includes recent developments in federal child care programs and tax provisions. The report discusses several federal programs that support child care or related services, primarily for low-income working families. In addition, the tax code includes provisions specifically targeted to assist families with child care expenses. The report presents the legislative activity in the 108th Congress in regard to child care legislature and provisions.

Child Welfare: An Overview of Federal Programs and Their Current Funding

Description: This report begins with a review of federal appropriations activity in FY2014 as it relates to child welfare programs, including the effect of the automatic spending cuts, known as sequestration. The bulk of the report provides a short description of each federal child welfare program, including its purpose and recent (FY2012-FY2014) funding levels.

Child Welfare and Child Support: The Preventing Sex Trafficking and Strengthening Families Act (P.L. 113-183)

Description: This report begins with an overview and topical summary of the provisions of the Preventing Sex Trafficking and Strengthening Families Act (H.R. 4980), which seeks to ensure that child welfare agencies are responsive to particular issues for children and youth in foster care or those who otherwise have contact with the child welfare system. The report follows this with a review of the Congressional Budget Office (CBO) cost estimate for H.R. 4980 and the legislative origins of the enacted bill.

Child Welfare Waiver Demonstrations

Description: This report provides background information on the child welfare waivers and a description of the progress states have made on these demonstration projects. Waiver projects must be cost neutral to the federal government; may be conducted for no longer than 5 years (though HHS may grant an extension of up to 5 years); and must include an evaluation comparing the existing state program to the waiver project.

Temporary Assistance for Needy Families (TANF): Its Role In Response to the Effects of Hurricane Katrina

Description: The Temporary Assistance for Needy Families (TANF) block grant provides grants to states to help them fund a wide variety of benefits and services to low-income families with children. TANF is best known as helping fund ongoing cash welfare benefits for families with children, but the block grant may also fund other benefits and services such as emergency payments, child care.
