Ergonomics in the Workplace: Is It Time for an OSHA Standard?

Description: This report debates implementing an OSHA (Occupational Safety and Health Administration) standard for ergonomics. This standard would be motivated by the fact that one third of state employer's costs are related to improper ergonomic design causing illness. The report details that standards suggested in the past have been rejected by Congress.

Addressing Medicare Hospital Readmissions

Description: This report highlights the issue of one-fifth of medicare patients in 2005 being readmitted to a hospital within thirty days time. These readmissions put a strain on the budget, the majority of which it is estimated may be avoidable. Requiring Individuals to Obtain Health Insurance: A Constitutional Analysis

Description: This report first analyzes the authority of Congress to pass a law of this nature, as well as how a court could analyze this provision in light of a constitutional challenge based on various provisions of the Fifth and Tenth Amendments. Finally, this report discusses whether the exceptions to the individual responsibility requirement to purchase health insurance satisfy First Amendment freedom of religion protections.

Medicare: Financing the Part A Hospital Insurance Program

Description: This report discusses Medicare, which consists of two distinct parts — Part A (Hospital Insurance (HI)) and Part B (Supplementary Medical Insurance (SMI)). Part A is financed primarily through payroll taxes levied on current workers and their employers. Income from these taxes is credited to the HI trust fund. Part B is financed through a combination of monthly premiums paid by current enrollees and general revenues. Income from these sources is credited to the SMI trust fund.
