Access to Broadband Networks: The Net Neutrality Debate

Description: This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Coast Guard Cutter Procurement: Background and Issues for Congress

Description: This report provides background information and potential oversight issues for Congress on the Coast Guard's programs for procuring 8 National Security Cutters (NSCs), 25 Offshore Patrol Cutters (OPCs), and 58 Fast Response Cutters (FRCs). The NSC, OPC, and FRC programs have a combined estimated acquisition cost of about $21.1 billion, and the Coast Guard's proposed FY2016 budget requests a total of $449.9 million in acquisition funding for the three programs.

Description: This report discusses the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which bans all nuclear explosion and was in 1996 adopted by the U.N. General Assembly but rejected by the U.S. Senate in 1997. This report discusses the Obama Administration's stated goal of pursuing U.S. ratification of the CTBT, although the Administration has mainly focused on securing Senate consent to ratification of the New Strategic Arms Reduction Treaty (New START).
