not only respond to new.restrictions on the basis of their wallets. They also respond from
a sense of outrage or challenge.
IX. Legislation
IX.A. Types of legislation that could be used to augment/implement technological
protection
IX.A.1. Standards
Technological protection has an uneasy relationship with standards. On one hand, a
certain level of standardization within the computer industry is necessary for most forms
of technological protection to operate. On the other hand, the more standardized
information processing systems become, the easier it would be to distribute intellectual
property (lawfully or not), and the harder it would become to keep track of and restrict
dissemination of intellectual property.
There are two types of standards to consider: voluntary industry standards and
mandatory government standards. If information processing systems are manufactured
by private industry, and data are transmitted over private networks or transmission lines,
practically no cost - radio, television, public libraries, browsing at a bookshop or
newsstand, conversation, and so forth. Nevertheless, if more and more types of
intellectual property come to be mediated through information processing systems,
that diversity may diminish.
