it selects. In some cases this is avoided by employing a purely geographical
concept, e.g., Korea. Where this is not possible, the editors have made
extensive use of cross references to identify the arbitrary arrangement selected
in each case.
A certain arbitrariness also occurs in the arrangement of information within
countries. In Canada, where there is a large number of reports, entries are
arranged by province and then by city within the province. In all other countries,
entries are arranged by city, without regard to provinces or other political
subdivisions. In the case of certain countries, such as China, some cities
are identified by the name of their province in parentheses, since the same
name is used in other provinces. In general there is a correlation between the
number and complexity of reports for a given country and the amount of
detail employed to present those reports.
The names of cities are given in the latest forms in use. Cross references are
made from earlier names, which in some instances were in a different country
and a different language. Within each city the reports are arranged alphabetically
according to the proper masthead title of the paper. To aid the
reader in identifying the place of publication, an alphabetical title index is
provided which shows the country and city of publication as they are found in
the geographical list.
Location of Microforms. Location of the microform is indicated by a
standard symbol based on the latest edition of Symbols of American Libraries.
For this publication, symbols have been established for all foreign institutions
according to the format previously established for Canada. As "Ca" has been
used as the first element in all Canadian symbols, "No" designates a Norwegian
institution, "Uk" is used for the United Kingdom, and so on. The
type of microform is indicated by an abbreviation (a small letter or letters)
immediately following the symbol. A list of symbols and a separate list of
abbreviations follow this introduction.
Future Reports. In creating the office of Coordinator of Foreign Newspaper
Microfilming in its Reference Department late in 1972, the Library of Congress
indicated its renewed dedication to a complex task. "The goal of the
expanded foreign newspaper activity at the Library of Congress is improved
bibliographic access to foreign newspapers and, eventually, comprehensive
coverage of current and retrospective foreign newspapers among research
libraries" (Foreign Newspaper Report No. 1, p. 2). Newspapers in Microform
presents the reports currently in hand, with as much pertinent information
as is available to the editors. Use has demonstrated that more extensive microfilming
is necessary for many areas of the world, and more complete bibliographic
information is required for many newspapers that have already been
filmed.
