new technologies on information ownership and

ACCESS: THE LIBRARY DILEMMA.

Information technologies are rapidly making it
feasible to deliver information to people when
and where they need it. At the same time,
these technologies increase the likelihood that
the rights of the information producer will be
violated, either inadvertently or deliberately. A
library's role as information distributor is, consequently,
increasingly more difficult as the library
attempts to strike a balance between
unrestricted access to information by its clientele,
and the proprietary rights of persons and
organizations that own the information. This
paper examines this dilemma in the context of
rapidly advancing technologies and suggests a
way out.

Copyright relationships have traditionally tried
to balance owner's needs both for creative incentive
and for assurance of the continued integrity
of the final work with societal needs for
access to and use of the work. In the 1990s,
scientific and technical publishers have the
prospect of very rapid and sophisticated local,
national and international networked distribution
of the full text (including graphics) of primary
journal publications. Earlier versions of thefinal published paper may have circulated over
the networks as well. In addition, scientists'workstations offer opportunities to both receive
and manipulate information in totally new ways,
perhaps with easy availability of underlying data
sets. Copyright is a sound foundation, but
there will be a need for greater flexibility and
creativity in the contractual arrangements surrounding
distribution.
