Petition for Declaratory Ruling to be Added to the Permitted List

Nature of Service: Fixed Satellite Service
On April 4, 2011, the Satellite Division granted, with conditions, the Petition for Declaratory Ruling filed by Telesat Brasil Capacidade de
Satelites Ltda. to add the Estrcla do Sul 2 space station, licensed by Brazil, at the 63* W.L. orbital location to the Permitted Space Station List.
Accordingly, each U.S. licensed earth station with "ALSAT" designated as a point of communication is granted authority to provide fixed-satellite
service in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands to, from, or within the United States, by
accessing the Estrcla do Sul 2 space station, subject to the parameters set forth in its earth station license.

On April 7, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC (formerly Intelsat North
America LLC) for a period of 30 days to continue to operate the communications payload of the Intelsat 709 space station (Call Sign S2396) in
the 3700-4200 MHz, 5925-6425 MHz, 10950-11200 MHz, 11450-11700 MHz, 12500-12750 MHz, and 14000-14500 MHz bands to provide
fixed-satellite service from the 54.85* E.L. orbital location5177
