Dear Dr. Gibuons:
An increasing awareness exists in the Congress that success of ou r
technical assistance programs for developing countries depends on a clear un-
derstanding of the pnysical and Diological environment. Commonly, there is a
fundamental difference oetween the developing country's ecological setting and
that of the donor nation. 4Nunerous failures of technology transfer have been
related to the donor' s I dCK of a Keen understa nding a pp u r e.iation of the
ecology of the particular developing country. Therefore, the need exists for
development assistance organizations to improve tneir own abil ity to integrate
environmental and developmental concerns, and to transfer the methods that can
assure that technnlnies nromnted will fit the environmental situation in the
recipient country.
Consequently, I request that tne Oftice of Technology Assessment undertake an
exploratory study or worksnop that wil I identi fy metnods wnich can iinprove the
capaoil ity of aid aencies to assess tne coilpatibil i y of development tecnnolo-
yi s witn the environ,lent of deve lopin countries. The study would oe most
useful to our Coinlittee if results were avdilaole by April, 1937. ;.r. ,Mlicnael
