The proposal is a valid and rational one, to give the responsi-
bility for collectirg non-print resources to six centers throughout the
country. These institutions, as well as others, have established their
claim of seriousness to Afro-American collections. It is further
emphasized that federal and private funds should be made available to a
responsible institution to initiate such a venture. A major university,
an established national organization or learned society could be en-
trusted with organizing and administering such a venture. From this
headquarters, individual and group research grants could well be sublet
to explore special periods, problems or difficult-to reach media suitable
for Afro-American collections.
However well such an organization is prepared to function,
regardless of the financial resources available, the first order of
business remains that of developing a positive and progressive philosophy
toward the emerging role of the new media and technology in preserving
the history of Black America.
