Abstract: This report discusses economic issues with areas of the United States Armed Forces. Based on a Congressional Budget Office (CBO) report estimating that merging the Navy, Marine Corps, and the Army and Air Force Exchange Services would save between $200 and 300 million annually, the Department of Defense (DOD) has created a task force to examine the feasibility of consolidating the exchange services. This report, by the University of North Texas Center for Economic Development and Research, examines the likely economic and fiscal impacts of the proposed merger under three different scenarios.
