Dear Mr. President:
The need for an additional change to the 2005 Defense Base Closure and Realignment Report has
been brought to my attention. A motion to amend a recommendation of the Secretary of Defense was
voted down but is reflected in the Report as having passed. As a result of the motion failing and in the
absence of the Commission determining that the Secretary deviated substantially from the force-structure
plan and final selection criteria as required by Section 2903(d)(2)(B) of the Defense Base Closure and
Realignment Act of 1990, as amended, the Secretary's recommendation is approved.
Three changes in the Report, described below, are required to correct this error.
* Page 170. Delete "Commission Recommendations" and the text that follows.
* Page Q-58, Appendix Q. Replace subparagraph a. with the Secretary's recommendation: "Realign
Fairchild Air Force Base, WA. The 141St Air Refueling Wing (ANG) will associate with the 92t'
Air Refueling Wing at Fairchild Air Force Base, and the 141"t Air Refueling Wing's eight KC-135R
aircraft are distributed to the 185rh Air Refueling Wing (ANG), Sioux Gateway Airport Air Guard
Station, IA. The 256h Combat Communications Squadron and 242"' Combat Communications
Squadron, which are ANG geographically separated units at Four Lakes and Spokane, are relocated
into available facilities at Fairchild Air Force Base."
* Pages Q-58 and 59, Appendix Q. Delete footnote 160.
The effect of these changes is limited with results that conform to and reflect the Commission's
overall purpose and plan. The Secretary's recommendation largely provides for the distribution of aircraft
as the Commission envisioned. I am confident that the realignment of Fairchild Air Force Base directed by
the Secretary will be accomplished consistent with the overall KC-135 aircraft laydown plan developed by
the Commission.
