On October 7, 2011, the Commission adopted and released a Report and Order' which
implemented provisions of Section 104 of the Twenty-First Century Communications and Video
Accessibility Act of 2010 ("CVAA"), Pub. L. 111-260. Section 104 of the CVAA added new Sections
716, 717, and 718 to the Communications Act of 1934, as amended,2 and was enacted by Congress to
ensure that people with disabilities have access to the communications technologies of the 2 1' century.
The Commission simultaneously adopted and released a Further Notice of Proposed Rulemaking
("FNPRM") seeking further comment on certain provisions in Sections 716, 717, and 718 of the CVAA.
The Report and Order and FNPRM were published in the Federal Register on December 30,
2011.' Comments on the questions and proposals presented in the FNPRM are due on February 13, 2012,
and reply comments are due on March 14, 2012.

Pursuant to 47 CFR 1.415 and 1.419, interested parties may file comments and reply comments on or
before the dates indicated above. Comments may be filed using: (1) the Commission's Electronic
Comment Filing System (ECFS): or (2) by filing paper copies. All filings should reference the docket
numbers of this proceeding, CG Docket No's. 10-213 and 10-145, and WT Docket No. 96-198.
