Dear Chairman Principi.
I respectfully request that you reserve time to receive testimony from Guam
officials at an appropriate Defense Base Realignment and Closure (BRAC) Commission
regional hearing or at a Comrnission hearing in Washington. Since there are no
scheduled field hearings in Guami, reserving time for testimony from Guam officials at a
hearing would ensure the Commission is apprised of views affecting Guam as result of
the Secretary of Defense' s BRAC recommendations.
In previous rounds of BRAC, I understand that the Commission has permitted the
testimony of officials from Guam at the most appro priate hearing. I also understand that,
as Guam does not have representation in the United States Senate, the Commission has
traditionally permitted the Delegate from Guam to the U.S. House of Representatives to
determine who will be invited to testify on the island's behalf and the allocation of time
among those witnesses. As there are several facilities in Guam that are impacted by the
Secretary's BR AC 2005 recommnnendations, 1 respectfully request the continuation of
previous tradition in organizing the testimony of Guam officials at a regional hearing.
With respect to witnesses from Guam, if given and adequate time allotment, I
intend to invite the following individual to present Guam's testimony with me: the
Governor of Guam; representatives of the Guam Legislature; and representatives of the
Guam Chamber of Commerce. I look forward to working with your staff to identify an
appropriate hearing for Guam. Thank you for your consideration.
