Parts 2 and 80 of Chapter ][ of Title 47 of the Code of
Federal Regulations would be amended as follows:
A. Part 2
FREQUENCY ALLOCATIONS AND RADIO
TREATY MATTERS: GENERAL RULES AND
REGULATIONS.AUTHORITY: Secs. 4. 303, 48 Stat. 1066, 1082, as
amended; 47 U.S.C. 154, 303 unless otherwise noted.
Interpret or apply 48 Stat. 1064-1068, 1081-1105, as
amended; 47 U.S.C. 151-155, 301-609; 3 UST 3450, 3 UST
4726, 12 UST 2377, unless otherwise noted.
2. In Section 80.15 a new paragraph (e)(3) is added to
read as follows:
80.15 Eligibility for station license.
* * * * *(e) EPIRB stations.

(3) EPIRB stations operating on 406.025 MHz will be
authorized for voluntary use. EPIRB stations operating on
406.025 MHz can not be substituted for other types of
EPIRB stations required by the U.S. Coast Guard to be
carried on board vessels. No application for modification
of a ship station license is required to add an EPIRB
station operating on 406.025 MHz.
3. A new Section 80.1061 is added to read as follows:
80.1061 Special requirements for EPIRB stations operating
on 406.025 MHz.1. The authority citation for Part 2 continues to read as
follows:

Emergency Position Indicating (Satellite EPIRB) System
Operating through a Low Polar Orbiting Satellite System
in the 406 MHz Band". This CCIR document is incorporated
by reference in accordance with 5 U.S.C. 552(a).
The document contains technical standards applicable to
EPIRB stations operating on 406.025 MHz. The document
