CONSENT DECREE
The Enforcement Bureau of the Federal Communications Commission and Ztar Mobile, Inc., by
their authorized representatives, hereby enter into this Consent Decree for the purpose of terminating the
Enforcement Bureau's investigations into possible violations of Section 20.19(d)(3)(ii) of the
Commission's rules,' pertaining to the deployment of digital wireless hearing aid-compatible handsets,
and Section 222 of the Communications Act of 1934, as amended,2 Section 64.2009(e) of the
Commission's rules,3 and the EPIC CPNI Order,4 pertaining to the filing of an annual Customer
Proprietary Network Information certification.
I. DEFINITIONS
1. For the purposes of this Consent Decree, the following definitions shall apply:
(a) "Act" means the Communications Act of 1934, as amended, 47 U.S.C. 151 et seq.
(b) "Adopting Order" means an order of the Bureau adopting the terms of this Consent
Decree without change, addition, deletion, or modification.
(c) "Bureau" means the Enforcement Bureau of the Federal Communications
Commission.
(d) "Communications Laws" means collectively, the Act, the Rules, and the published
and promulgated orders and decisions of the Commission to which Ztar is subject by
virtue of its business activities, including but not limited to, the Hearing Aid
Compatibility Rules and the CPNI Rules.
(e) "Commission" and "FCC" mean the Federal Communications Commission and all
of its bureaus and offices.
