with scientists and mathematicians of col-
leges, universities, government and indus-
tries. Certainly well stocked libraries and
well equipped laboratories are essential.
Perhaps a visiting science program would
help esepecially at the high school and
college level. Supplemental use of films
integrated with class and laboratory work
could be used.
In this time of international tension
and uncertainty, and of increasing de-
mands for expanding human needs, the
greatest insurance a nation can have is a
top flight scientific program. This implies
an accompanying development in math-
ematics. In such a time stewardship of
mind is a national as well as individual
responsibility.
The best training is not too good
(really is not good enough) for those who
will have a large share in determining our
national security and our standard of
living.
As to question 4, once they are trained,
capable, original, logically logical thinking
young scientists must be given the oppor-
tunity to produce a maximum quantity
with a maximum quality. They must not
be overshadowed or reduced to the status
of stooges.
Educational institutions should have in
their budgets funds to support the research
programs of young mathematicians and
scientists so that these young men may
establish reputations in their fields and
be able to secure grant and contract funds.
Perhaps state legislatures can be per-
suaded to make appropriations for research

and grants for their research budgets.
The public must be aroused. While we
can never make intellectual attainment
to have the popular appeal of athletic
prowess as, for example, on the football
field, yet the public can be made aware
of the importance, yea the necessity, of
excelling in mental accomplishment.
The following little verse is perhaps
pertinent:
The codfish lays a million eggs,
The hen lays only one.
But the codfish doesn't cackle
To show what she has done.
We scorn the lowly codfish;
The cackling hen we prize;
Which goes to prove beyond a doubt,
It pays to advertise.
There is at present no assurance that
peaceful co-existence can be achieved be-
tween the East and West. The Soviet bloc
has an extensive, effective program of
scientific research, development, and ed-
ucation. This reinforces their threat of
world supremacy culturally, economically
and militarily. The Western world, includ-
ing the United States, cannot ignore this
challenge to their security, freedom and
vulture. Thus of necessity we must in-
crease the magnitude and effectiveness of
our efforts in science and engineering
both in research and education.
It is necessary that the mantles of the
Elijahs fall upon the Elishas. The original
and capable who are well trained must pass
on their knowledge and abilities to the
original and capable who are in training.
A way of financing such transfers must be
found. The Scientists and mathematicians
in teaching and research institutions must
be faithful stewards of their mental tal-
ents seeing that they increase five or ten
or a hundred fold. The survival and wel-
fare of humanity are at stake!
